Attendees: Nolan Padgett, Clem Brooks, Dave Queen, Chuck Kindred, Jack Brown, Jon Decker, and Fred Verzone

Review of Attendance Procedures

Jack Brown presented a spread sheet to record all attendance at WCOA events.

Jack will record attendance at each event. Jack will request Jim E. post spread sheet on web site for members to view. Clem also suggested that Jack update and carry current spread sheet to all events to address members challenges.

Lead Officials shall be assigned to each scrimmage to report performance and attendance. Failure to report to an accepted scrimmage will be documented on attendance spread.

Board reaffirmed that participation is critical to promotions and crew selection. No camp, no scrimmages...no post season. Adjustments to criteria, college camp vs. HS camp and FHSAA standards will be reviewed at another time.

First Phase of Evaluation and Promotion process was completed.

All officials performance was reviewed by each member present. Several Officials were identified for immediate promotion.

All officials were evaluated for "The Arbiter" system.

Other officials were identified to move to the second evaluation phase. BOD will review 2006 test score, half day clinic, and scrimmages.
