2003-2004 WCOA Basketball Board Meeting Minutes

10/01/03- Attendees: John Adejunmobi, Jon Decker,  Mike Hegarty, Mike Crosslin, Jim Eckler, Jack Brown, Clem Brooks

WCOA and the football test issue:  The Executive Board met with representatives from the FHSAA regarding this issue and the notification to the news media. The email address that sent the note or letter to the papers can not be identified as a member of any association but the FHSAA is very concerned about publications to the media. Conflicts with other groups were discussed in private.

Boys and Girls Club Basketball:  This group has expressed an interest in the WCOA officiating their games this year. Some problems are:

  • The season starts in January, with 3 - 4 weeks left in the WCOA high school season
  • Coaches controlling themselves and their teams
  • Pay available at the site and officials paid if the games occur or not
  • Games being cancelled without notice
  • Security of officials

Jon Decker will contact them and offer a formal contract, to clarify the WCOA requirements as well as the Boys and Girls Club needs, as well as suggesting that their season start later, after the normal high school season concludes. Jon will report back to the board on 10/07.  

New Scheduling Software : Jon Decker discussed the possibilities of the proposed new scheduling software, as to the ease of use, the available reports, ability to respond to games online, expandability, ease of access from any computer anywhere, the ability for Jon to control passwords and to allow members to create their own passwords. The cost will be an increase of $400 over what we pay for ABT software now and is used by dozens of other associations and conferences in several sports. The board voted to try the software for the 2003-04 season.

WCOA jackets : The jackets will be discussed at the 10/07 meeting AND ALL WCOA OFFICIALS WILL BE REQUIRED TO WEAR THE DUNBROOK JACKET, WITH SNAPS, or can face the possibility of having their schedules rescinded. The vendor who provides these jackets is DDD, and they will be available at the state rules clinic.

Evaluations : Although there was a qualified group of evaluators for the prior season, the number of evaluations did not fulfill the needs of the association. A revised group will be selected that year with the prime requirement of submitting a minimum of  two game evaluations per week. Danny Vasquez will send notes to the prospective evaluators and confirm their agreement to this stipulation. A formal session will be scheduled with the evaluators, conducted by Mike Crosslin, to ensure that all evaluations are conducted by the same guidelines. The evaluators will have new software to record the evaluations or the new scheduling software also has an evaluator package. Another option is to have qualified PARR members evaluate some of our senior officials, with the WCOA evaluating some of the PARR officials. The basketball board will use camp funds to purchase a camera to film games.

Meeting schedules/dates : The meeting schedules for the remainder of the year were firmed up as well as the three practice test dates, all posted on the dates page on the web site. The half day clinic is scheduled for 11/15/03, from 08:00 AM until noon.  The site may be moved to another school with dual courts if the WCOA is able to obtain teams to scrimmage with the permission of the FHSAA. This session is designed specifically for officials rated from 3 - 5 and will play a part is post season crew assignments. All members are invited but the session will be directed toward the proper 3-crew mechanics.

Business cards - The board will attempt to provide the members with basic WCOA business cards with the web site address and the mailbox, to allow all officials to solicit new members if questioned about how do you become an official.

Member photos - It was suggested that all members be filmed with a digital camera, to allow a brief bio with a picture to be placed on the protected section, in order to allow members to associate a name with a face. This would also assist evaluators with recognizing new members.

WCOA patch on jacket - President Brooks will discuss this with the FHSAA as this will allow the WCOA to have an identity while wearing their jackets. In line with this, the board will investigate the possibility of having a WCOA logo on equipment, such as whistles, caps, shirts, etc. We are still looking into the possibility of unique WCOA unique sweat suits, similar to the older ones worn by some members.

Promotions - The board reviewed all promotions for the next meeting. VP Jim Eckler solicited ratings from all board members, the past presidents and last years evaluators, requesting that they evaluate all 3 and 4 rated officials from 1 - 32 for the 4's and 1 - 52 for the 3's. These ratings were compiled and reviewed with the member's current placement within the organization.
