09/04/03- Attendees: John Adejunmobi, Jon Decker,  Mike Hegarty, Mike Crosslin, Matt Geer, Jim Eckler, Jack Brown

Open House  The open house success was discussed and the follow up with prospective new officials was finalized, with the new members committee to head that effort. 14 new members were present, in spite of the driving rain storm as were the members of the committee, all board members and a few WCOA members.

Promotion/demotion of members:  Several promotions of members were reviewed and discussed in length by the board and will be presented in detail at the second WCOA basketball meeting. The board agrees that a more definite criteria for promotions and demotions must be established and published. 

Newspaper article on cheating on test : The board will attempt to ensure that all participants at the basketball test are prepared for the test via the three days of practice prior to the test. Any member who is in violation during the test will be required to meet with the board.

Awards : The awards for best of the best from last years will be presented at the second WCOA basketball meeting

Relationships with other associations : In light of the accusations from the newspaper and the potential for other associations to impact the WCOA, we need to ensure that we protect our summer, youth, middle school and high school activities by providing them top quality officiating, as well as officials for all of their activities. The WCOA has one of the best reputations in the state and must maintain and protect that reputation. Conflicts of interest will be evaluated on a case by case basis as the primary association should be the primary association

Members meeting with board : All requests for meeting with the basketball board MUST be scheduled in advance due to the need for the board to prepare for meetings. Walk ups will not be accepted.

Scribe and attendance officers - John Adejunmobi will document all WCOA meeting and Mike Hegarty will work with Louis Sullivan to record attendance.

Meeting requirements- After the first meeting, any member who is not present at 07:00 will be recorded as late and only receive a half point when they show up. As we will keep a total of points accumulated on meting attendance, this has the potential to affect tournament assignments. All members who are on time will receive a full point, as football has also adopted this forum.
